The People’s House LLC is a woman-led civic engagement and leadership development consulting firm based in Colorado. Founded by Kayla Frawley, a seasoned strategist and “the Medicaid mom that expanded Medicaid in Colorado”, the firm exists to strengthen grassroots leadership, elevate community voice, and bridge public policy and lived experience. We work with nonprofit coalitions, civic initiatives, public health organizations and government agencies to offer facilitation, research, and leadership development with an equity lens.

The People’s House LLC was established to create policy infrastructure and community leadership rooted in values of equity, justice, and belonging. Over the past 3 years, we have:

  • Facilitated over a dozen community-based strategic planning sessions for clients and partners

  • Supported legislative education, advocacy and lobbying for over 100 pieces of state policy

  • Provided operational, fundraising and facilitation support to coalitions advancing racial and social justice in Colorado

  • Led ‘Political Leadership for our Times’ over the Summer 2024 with Black Women for Political Action and graduated 17 candidates who will run or are running issue and political campaigns in Colorado

  • Built boiler plates, implemented fundraising and capitol campaigns for 3 start up nonprofits in Colorado

  • Expanded into contracting and servicing nonprofits in both the wider region and Minnesota in 2025

  • Produced community wisdom reports to re-establish priorities on the Maternal Mortality Review Committee with the Colorado Public Health Department in 2024

Our approach centers on relational trust, authentic engagement, advancing leadership opportunities for our community, and high-quality deliverables — all with lean staffing and deep commitment. We landscape an issue, advance goals with an equity lens and help you build with your participants/members/constituents and clientele.

3. Strategic Consulting for Nonprofits & Government: Project design, evaluation, implementation support, public-sector partnerships, bilingual (English/Spanish) facilitation
